How do I know if I am eligible?

You are eligible if you work at least 30 hours a week and can verify that you have been with the company or organization for at least 3 months.

AFL-CIO / Legislature / Politics

For those of you that don’t know, our President, Dan Reynolds is also the President of the AFL-CIO here in Broward County. He receives faxes and e-mails daily from Washington and Tallahassee from our lobbyists and politicians concerning anything that may affect your lifestyle and working conditions. That’s why at times we send faxes to all locations requesting you e-mail or fax to our political leaders your vote on important issues. The Federation and the AFL-CIO support and endorse the candidates. The Federation does this with PAC funds (Political Action Committee) it never comes out of the Union dues that are collected.

Applications, Change of Address, Life Insurance Forms

Please call the office at 954-797-7575 and one of the secretaries will be glad to send or fax or e-mail you the information. If you change locations or your work number please also fill out a change of address form. Remember you must mail the original application back, we do not accept faxed applications.

School Board of Broward County Clerical Unit’s Breaking News / Current Information

Please listen to my voice mail at least once a week for current news. Please call late at night or when you get up in the morning. My message may not change for weeks. However, if you need to know about a fax that was sent to every school or a situation that you should be aware of I will have it on my voice mail. If a fax was sent out and you did not receive it at your location you can call the Federation and dial 238. Please check the voice mail for a meeting change. Also attend the clerical meetings!

Change of Address or Change of Location

Please call the Union Hall when you have a change of name, address, phone, or work location and request a change of address form to be faxed to you. Also should you need to change your free Life Insurance beneficiary? We need all current changes to ensure that you receive the Forum, letters, beneficiary cards for the free life insurance, etc

Discounts for Theme Parks

Please contact the Federation at 954-797-7575 Ext. 0. Also when you are at the union hall you may pick up any discounts we have available.

Dues (Union)

Dues are .0150 times your base pay. (Job 1) It averages out to about 1 hour per paycheck. The dues should not be taken out of CAP, longevity, overtime (except the first five hours up to 40 hours), additional positions, supplements and etc. If they are taken out of anything but your job 1 please fax me a copy of your pay stub with a note. To clarify, overtime straight is the first five hours you work before reaching 40 hours. Because all of our contracts are usually 40 hours the dues are based on 40 hours and of course being clerical at 35 hours we are different so that’s why the dues are taken out of the overtime of only the first five hours and should never be taken out of the time and half. You dues should always be the same amount unless you work those first 5 hours of straight time.

Evaluations

Please remember if you disagree with it, please sign your name and write I disagree with this evaluation and put the Roman numeral you disagree with and write a rebuttal. Please write that rebuttal within 10 days and give to your administrator to be attached to your evaluation. I would also send a copy of evaluation and rebuttal to personnel records just in case rebuttal doesn’t show up at personnel. If it is unsatisfactory please call your Federation Business Representative and fax a copy before the 5 days are up, it may be a grievable issue.

School Board of Broward County Clerical Unit’s Strength in Numbers

You are the ambassadors to this district. You are on the front lines answering phones and greeting people. Because you all banded together as one our voice was heard. The board did address some of our outstanding issues; equal supplements and 242-day calendar to 244-day calendar. The District gave us extra money that year to address these two issues. But now I am asking you to stay banded and become a Union member or come back to us if you have withdrawn. We need the strength more than ever now. You are the Union. We need everyone to take part. There are over 2600 clerical employees out there and to have less than 20 active stewards (which includes the negotiation team) is disheartening. I know we all have another job whether outside or your family when we get off work. It is hard to get to a meeting with our family responsibilities not to mention a second job. But we only have 6 meetings a year. Take turns at your location and come out. You all have no idea what is done behind the scenes on your behalf and without filing a grievance. The team, the stewards and I have accomplished so many things; it would take another 3 pages just to address them. Just look at some of the issues I have mentioned in this letter. This is just a few of the things that we all have worked on. We could accomplish so much more if we had the support of 2600 clerical union members behind us. Numbers speak louder than words at the labor management meetings and at the negotiation table. Could you imagine if we were more organized whereby you all knew what was gong on all the time and when we needed everyone to fax or e-mail the Board we could rally the troops and do a relay to get every one on board to support certain issues, especially during negotiations? Could you imagine?

School Board of Broward County Clerical Unit’s Committees

The Federation has become very actively involved on numerous committees. Some of the committees that we have a voice on but are not limited to are: Sub–Budget, CAP, Training, Policy Review, Calendar, Conflict of Interest, and Labor/Management. There are a lot of other committees that other representatives are on. The ones mentioned above are the committees I am involved with. Being a member of the Federation not only gives you a voice in the Union but also gives you a voice in the District operations. I would like to appoint a person to some of the committees to represent us at some of these meetings. If you are a member and are interested please let us know at the members meeting.

School Board of Broward County Clerical Unit’s Comp Time

Just so that you will know comp time carries over from year to year and if you go to another location that comp time must be paid by your old administrator within 60 days of your new promotion/transfer. If your administrator wants you to work over your normal hours, which is 7 hours, you either get paid or you get comp time. Do not let an administrator tell you we don’t have comp time. It is against the law for you to be instructed to work over and not be compensated by either overtime or comp time. It does not have to be used within a certain time period nor can it be restricted to early release or teacher workday, as one school administrator had instructed his staff. You may now carry over 35 hours of comp time from year to year. If you have more than 35 hours at the end of the year your administrator must pay you for those comp hours over 35 at the end of the year.

School Board of Broward County Clerical Unit’s Data Processor Committee

The data processors had a district committee talking about an upgrade a few years back, it also was disbanded. At the beginning of 2004-2005 school year I formed a committee of data processor’s to start to do research of other county school board’s to compare their jobs and salaries. They have now had several meetings. Sharon Simmons, a data processor and steward is heading up this committee. Sometime in the month of October/November of 2006, we will be meeting to get the package ready to go forward to the re-classification committee.

School Board of Broward County Clerical Unit’s Dock Time

If you have come in 1 – 6 minutes late to work you cannot be docked, it is a grace period by the fair labor standards act. You can be disciplined for it but not docked. A class action grievance was granted on this issue for entire department. A department had to pay back the last one year and a half to people that had been docked. All documentation for discipline was thrown out and everyone started with a clean slate.

School Board of Broward County Clerical Unit’s Duties other than Clerical

It is against school board policy and state statues that those of you at a school will not (except in an emergency) do lunch duty, cafeteria duty, security, or supervise children in any way, unless you are doing bus duty and receiving a supplement that’s different. We discuss these issues at our clerical members meetings. Should this be a problem at your school and you are a member, call me.

School Board of Broward County Clerical Unit’s Help

The negotiation team, a few hard working stewards and I NEED your help. We are here for your behalf and have labor management meetings every month to address rumors, issues going on and anything that is brought to the clerical meeting. Also during Labor Management meeting we deal with a lot of issues that was bogging down negotiations. This has helped move the process along much more smoothly. The teachers are between 90 and 100% unionized with a steward at every location. We need to be stronger and need more people to get the word out. We need a steward at every location and every department just like the teachers. The team and I have been chipping away at some of our outstanding issues either at labor management or at the negotiation table but we need everyone’s support. Please stop being a back seat driver and come on board and be part of the solution and part of the strength instead of part of the problem. Become a Union member. You as a member are the Union.

School Board of Broward County Clerical Unit’s Locations Visits and Questions

If you would like for me to come out to your location to visit with all of you please call and lets schedule a date and time. I meet with all clerical employees, members and nonmembers together. School Board of Broward County Clerical Unit’s Members Meetings

The clerical member’s meeting is the third Thursday in the months of January, March, May, July, September and November here at the Federation Hall at 5 P.M. As you can tell from this letter a lot of things are going on constantly. The only way I can keep you abreast of all that is going on is at the clerical meetings. Make sure your location gets all the info, send someone to these meetings! They have to be a member to attend. Please check my voice mail in case there is a cancellation or change of meeting date prior to coming. We usually don’t get started until 5:15 so that anyone not getting off until 5 P.M. can get there.

A survey is mailed out to members only in March or April of each year and members are asked what they would like to see addressed at the negotiation table that year. If you read just half of what is in this short book it is just the tip of the iceberg of what we all do on your behalf. I am not the union, you as members are. I am one person with 300 locations. A lot of you have no idea what is put on the table at negotiations. Every year we put numerous things on the table, and management’s answer is yes we can have these things, but it has to come out of everyone’s raises. The outstanding issues we have had for years we are addressing and chipping away at them one issue at a time. Employees get mad at the stewards, the negotiation team, the union and me. We are on your side and we need you to stand by our side. When you are in negotiations we know going in we are not going to get everything we ask for. You must keep in mind everything costs money it is also give and take. Sometimes in asking management for something we have to weigh what management wants in return before deciding whether we really want it. By everyone being a union member and being supportive it would give us more bargaining power at the table just like the teachers. We need more of a voice at the table. We need you all in numbers!!!! In early 2007 we will be having a meeting to nominate the negotiation team for the next 3 year contract. This team will be on board starting early 2007 through the 2009/2010 school year.

School Board of Broward County Clerical Unit’s Overtime - Class Action

A grievance from a few years ago was just settled in the beginning of this school year of 2006. Back a few years ago after our contract was ratified and you all received your retro pay, some of the employees who worked OT on an additional job or their Job 1 did not receive the new rate retro active back. Some of you received a check this year for as little as 50 cents or maybe a few hundred dollars. This was a result of this class action grievance. You were notified by e-mail from employee relations if you were due any monies.

School Board of Broward County Clerical Unit’s Paid Lunch

For those of you who don’t know we have tried for paid lunch for years. We tried a few years ago to have a half hour paid lunch for every one school-based and county based. County based would have still received an hour but a half hour would have been paid. We were offered a 5.5% raise, paid lunch would have cost 6.5 % that’s the reason we did not get it. That extra 1 % was equal to 1 million dollars. When the school board will only be offering 3 or 4 % we know we do not have a chance of getting it. Although every year we still put it on the table. This year the District offered us 6.45% and to get paid lunch was going to be 7.1%. As you can see there was not enough money to buy the paid lunch. And for some of you, not everyone gets paid lunch. Come to a meeting and ask me about this, I will explain

School Board of Broward County Clerical Unit’s Probation

As a reminder, please let new employees know the probation days have been changed. The probation will now be 131 workdays. But the difference is that if you are working a 244-day calendar you now are finished with probation after 131 workdays. If you came from another unit (Para Professional, food service, etc.) and have clerical experience you may only serve a 90 day probationary period with documentation from your previous or current principal. School Board of Broward County Clerical Unit’s Stewards/Location Representatives

We still have numerous locations without a representative. Please get together with the other members at your location and nominate or volunteer to be the one to come to the six meetings a year and to be the voice at your location. If you have nominated or volunteered already please disregard this form. If you are the designated person and cannot attend one of the meetings ask one of your co-workers who is a member to come in your place. With over 300 locations these meetings are important to share with all of you what is going on all over the county. Should you have a question or concern, please give it to your steward and have them bring it up at the next clerical meeting. Of course, if you need an immediate answer, please call me or some one on the negotiation team. Those of you that have signed up your very first step is to attend the clerical meetings. By having a person at each location that same person could be in charge of the bulletin board for the Federation at your location. Just so that you know each location by our contract must have either a bulletin board or at least part of a board. This way current information is on your board at all times. Remember there are over 300 sites and we need your help. You are the Union. Some of you call after the meetings and want to know what you missed. It is impossible to recap the meetings and not fair to the ones that do attend.

Reminder - if you are doing the same supplement as a teacher you should be getting the same pay. There could be an exception for the In-service Coordinator. Should you have questions concerning this issue call me. If you are the person at your location that does the PAF'S make sure the amount is the same as teachers. Should you receive an information sheet showing anything different please fax it to me 954-797-2922. This was a long battle to accomplish this but you all helped to support this during negotiations.

School Board of Broward County Clerical Unit’s Testing

The district has done away with the general clerical testing. The District has changed the keyboarding to 40 words per minute with 70% accuracy. Bookkeeper/Budgetkeeper now has a 45-day assessment period. In our contract it states District testing, it does not say what kind or what percentage. The Confidential unit and the Federation could only offer input but the District had the final say on the testing. An update to this is if you were previously test qualified for say clerk specialist IV and qualified for it by taking and passing the old bookkeeper/budgetkeeper test you will be considered test qualified for it. PLEASE SEE NOTE ON THE VACANCY LIST ON THE BOTTOM OF THE PAGE, It states NOTE: PROOF OF PREVIOUS TEST SCORES WILL BE ACCEPTED AS CRITERIA FOR THESE POSITIONS. Dr. Roma Atkins states you must keep your old test qualifications sheet that show what jobs you were qualified for and if you don’t have it get it. You can ask your administrator if they have a copy in your file or call personal records. It doesn’t matter what test you took to pass for say clerk specialist only that you qualified for it. If you previously took keyboarding test and passed at least for 40 words per minute with 70% accuracy then even though it does not state you are qualified for say office manager, you are by the new testing of 40 words per minute. Keeping in mind some job requirements have other items besides the keyboarding. When sending a resume please send a copy of your test scores. If it does not show for say office manager please state this in your cover letter that because of the new testing requirements you now are qualified if you typed 40 words per minute with 70% accuracy.

School Board of Broward County Clerical Unit’s Voting / Ratification

With over 300 locations and not every site has a representative we have all voting done at the hall. Paraprofessionals do not have a hall to do the voting in so they must have the ballots sent back to them. Btu has a hall but they also have a steward at every location. We have a procedure that the first person that votes must sign a paper testifying the box was empty and then sealed. This is to answer a few that had questions about voting.
